The $40,000 will come from the Environmental Protection Fund.

The money is coming from the Environmental Protection Fund. There are two waivers attached to the bill. The bill waives 111.755 and 360.602. The first refers back to the second one. The second one is significant. It declares the purpose for which the funds can be utilized. This bill does not fit within the scope of their mandate.
