$8,000 a year for electricity and guarantee to make improvement all at taxpayer expense or 2010-795‏

Below is my letter to City Council.  The $8,000 amount comes from discussion at Rules Committee Meetings.  The cost to mow the grass was about $6,000 for a total to the taxpayer of at least $14,000 a year.

 

Honorable Chairman Webb and Council Members:
 
I have read the proposed legislation and am aware that the bill contains the following:
 
" The City shall be responsible for mowing the fields in the Park, collecting trash
once a week and paying for the cost of electricity for the Park facilities; in
addition, the City will undertake improvements to the recreation facilities in
the Park when City or grant funds become available."
 
I realize that we have been mowing their lawn for some time.  That is the least of the issues
here. 
 
A vote in the affirmative means that the taxpayers of Duval will shoulder the burden to pay at least $8,000 a year for electricity.    
 
A vote in the affirmative means that the taxpayers are required to pay for
improvements to this property that we do not own. 
 
Can I please have the same deal?  I am willing to teach some domestic arts courses in my home. 
Will  you please re roof my house when there is some money in the coffers?  My
JEA bill averages about $200 a month and can I have the taxpayers pay for that
too?  Sounds ridiculous but this is what you are offering this association.  The
fact that we have been mowing the grounds at the expense of the taxpayer is
ridiculous enough but the additional demands by this association are beyond the
pale. 
 
If some of the country clubs in town are willing to open the grounds for public golfers and do classes or clinics are they not eligible for
the same sort of accommodation? 
 
Please vote no on this bill.  It is not the place of government to be the building fund for any association.  This
association should provide for the upkeep of their property.  If additional
monies are needed then they should require fees for use of their property, have
fundraising activities including a snack bar at games.  It should not burden the
taxpayers of the entire city to pay for their fiduciary shortcomings. 

 
Vote NO on 2010-795.

This bill has passed the Rules and Recreation Committees.  It is possible for it to be on the Agenda for next week's City Council meeting.

 

The best course of action on this bill is to make noise between now and next Tuesday night.

 

I  have tried to contact this Association to ask questions but no one ever answers the phone, I just tried again and all I got was a machine.  They don't respond to email either.  I emailed them on 10/27/10 and still have not received a response from them.  The little leagues use the baseball fields and the association administers the league.  This is what the Parks and Rec Dept told me as justification for the expense.  Well, how well do you administer anything if you don't answer phones or email?  I don't know why the association can't maintain the grounds with fees from the league for via fund raising or a snack hut.

Councilman R Jones has said that there aren't any parks in this area.  There is a school that has a gate across the entrance.  If the families are really concerned about a play area for their children then they should solicit the School Board to make those facilities available.

I am fed up with our elected/appointed officials, at all levels, equatingsuccess to the number of legislative pieces passed in a session. California created approximately 725 new laws/regulations last year, whichmeans the citizens now have said number of new taxes, fees, or penalties. Likewise, I watched Lake Ray, a state representative, in an interview lastOctober on public access channel where he was asked how he felt having noopponent in the election.  His reply, "I can concentrate on gettingback to Tallahassee and writing legislation."  This is where we needa paradigm shift; the primary responsibility of an elected official is todefend the rights and property of the citizenry under the U.S.Constitution.  The proliferation of legislation only serves to growgovernment and reduce individual freedoms.

COST:   $210,000

 

This is a contract that can be up to 15 years.  It is initially for five years but it can be renewed for two additional 5 year terms

 

The total bill per year is over $14,000.  Over 15 years it will cost the citizens of Duval a total of at least $210,000.

 

That $210,000 number is based on current JEA rates and labor costs, so the real cost will be more than that!
