The Environmental Protection Board has been around since the charter and has been known by other names. It used to be the Water Quality Board and the Air Quality Board - those functions were consolidated and it is now known as the EPB. They are the ones who levy fines. They are suppose to use the fines to do clean up. They routinely work outside the contraints of thier function by doing educational programming. They came to my attention when they were involved in a plan to do a contest to redesign Hemming Plaza. Not that they were going to actually redo Hemming Plaza; they just wanted to do a contest for "educational" purposes. |
