City leaders continuously make decisions they claim that they know better than we, tax payers, what is best for us and are done in "The Peoples" best interest.
Twice a year the City is allowed to make changes to the CIP. The CIP if your unfamiliar is the CAPITAL IMPROVEMENT PLAN (CIP) and likened to the Constitution of the City for capital improvements we are all accountable for paying for but have NO input unless its done just after introduction. This folks is great deal of money on projects at the whim of JTA, JEA, JAA, JPA, School Board totaling $3,231,364,781over a 5 year period.
Many times the "powers that be" take capital improvements funds and apply it to items that just appear on the CIP while others linger for years never being touched. Or take money and apply it towards things not even on the CIP like the Peytons $3 million Pet Fountain Project.
This Bill needs to be looked into deeply but the site WILL NOT open
the attachment. Its been a week since introduced.
Our CIP is a Rule of Law and and I can't emphasize enough it is likened to
the Constitution for our City for Capital projects
Everyone should be concerned
Bill Summary: The bill adopts the 2012-16 Capital Improvement Program
for the city and provides for the
amendment of the Capital Improvements Element of the 2012
Comprehensive Plan to reflect the revised CIP
project list. The CIP’s 2011-12 element of the five year plan
includes $61,980,000 for City projects ranging from
ash site remediation to river bulkhead assessment and from road
resurfacing to septic tank phaseouts. The largest
projects planned for construction in FY11-12 are ash site remediation
($25 million), road resurfacing
($12,000,000) and countywide drainage system rehab ($6,000,000). The
5-year plan totals $299,488,024.
The bill also lists capital projects of the JEA, JAA, JPA, JTA and
School Board totaling $3,231,364,781 over the
5 year period, much of which ($1.51 billion) is attributable to the
JEA, including several very large electricity
generation and distribution projects and water and sewer treatment and
distribution projects.
Background Information: The Capital Improvement Program is the City’s
5-year schedule of planned capital
improvements and their funding sources. The 2012 Comprehensive Plan’s
Capital Improvements Element is
required to be amended each year when the revised 5-year CIP is
adopted in order to synchronize the documents.

If you're not already aware. This is what's going on in DC while dangerous criminals are allowed back out on the streets. It's horrifying that this is happening to our citizens and veterans for protesting the hijacking of our election process. This is still happening! They are STILL being tortured and treated like full on terrorists.
