Our outgoing Mayor has proposed to the tune of over $6 million of our tax dollars that we the taxpayers buy Everbank's relocation of 800 employees to one of Downtown's vacant highrises. The funds of which $2.75 million goes directly into Everbank's hands to pay for quote "leasing costs" come from JEDC. When JEDC was founded, (1996 I believe) it was specifically stated that these funds would not be used to attract companies to relocate from one section of Jacksonville to another. I work specifically in this arena, I represent tenants looking for office space and I represent building owners and their space and I have never heard of a City doing something like this for an existing tenant . Everbank will come from the I-95/Butler Corridor to Downtown Jacksonville at the expense of their landlord in the suburbs. Would Everbank do this without the money, who knows? They certainly have enough money of their own to do this without this handout.
Another $3.25 million dollars is to build a parking garage so Everbank can park presumably for free. Is this Toney Sleiman's garage? It is not, it is another concession to Everbank. Who will this benefit? Of course Everbank, but who else? First Coast News interviewed a hot dog vendor who said (I paraphrase) "it will be good for my business but I don't think taxpayer dollars should be used." This is a private business deal between landlord and a potential new tenant, no interference is necessary from Government and the Government is damaging the existing landlord by putting this "backroom" deal together.

I guess another blog for just the enterprise zone is an idea. It is a monster we will always have to contend with year after year BUT..... it gets so tangled within so many other aspects that I dont really know.

Ms. McBride Ive had a lot of success with house Bill 7207 just passed June 2 in reference to the comp plan enterprise zones etc. It is way long but I got the gist of it and sent the message to Council.
There is nowhere I can find that prevents the city from moving a company from one side of town to the other and they get all the funds as the city wants them to have.
The State Bill on the other hand Im hoping will stop the enterprise zone expansion (383) Kaman (384) AND the land acquisition for the bus terminal (361)
The Bill changes a lot in the Florida Statutes that Im 99% sure the city has not complied to. I wrote again to the Fl. tourism, trade and economic dev. dept explaining much about these bills asking for their help and for them to step in since it seems they are blowing off the State requirements. One could only hope.
In the mean time I will prepare a statement using the Bill as ammo for tuesday along with I think about 10 other Bills up for PH and my personal 3 minute pub. comment.
Look over this Bill and see if some things dont strike you about what our city is or isnt doing according to state law
CJ, I spent a couple of hours this afternoon looking for the place where I could find out what things had to appear in a bill and did their need to be an address stated. Nada. Nothing. I found a lot of information though, just not what I wanted and you wanted.
I am now trying to decide whether to start a separate blog to post enterprise zone information and keep building on it as a sort of reference cause I sure don't want to add it in chunks on this blog. What say you? Does a separate blog make more sense where I can edit and add more info?
CJ, this is insane. What is wrong with these folks? Refer you to an attorney instead of directing you to the section of law that would answer your question or just at least point you in the right direction. What is wrong with this society that every thing must be "get a lawyer and go to court"????

Subject: Physical addresses on Bills
Thee Bills are currently on our agenda in Jacksonville where the City is offering Brownfield and Enterprise Zone Funds to companys but they contain no physical address within the Bills for the funds to apply to, just an area.
One of those Bills the companys isnt even in an EZ but a separate Bill expands the Zone to accommodate the funds.
Does a law exist that requires a physical address within the Bill of the companys to satisfy State and Local appropriation of funds?
