Try this:

They are bound to respect constitutional freedoms and take an oath to do so.  Freedom of expression isn't something to be granted or withheld depending on convenience and sensibilities of bureaucrats; that's why it is a cherished principle.  Freedom is not negotiable.

These folks have some really dynamite stuff and this is altered but from a document sort of.  I made it fit your circumstance, so it is not copied work.  And the idea is timeless!

Holly, this is something which must be fought.  This is a clear violation of the first amendment to the constitution, and I might recommend starting by writing to your congessmen and senators as well as the governor and your state representatives.  I also recommend you take a look at the guide (you can get a download for free) at FIRE.  Although the guide is meant for use on college campuses, it gives all the info needed to fight a violation of the first amendment and should have some very useful information.  Enlist others, put the picture on Facebook (if you don't do Facebook, allow me up download this and I will put it up and you will have to let me know where it is, when it went up there, who the mayor is, who is on your governing board.  You do not have to take this laying down at all, and I suspect if you do fight, you will win quite simply because you are right and they are wrong.
