TALLAHASSEE - A "pass through" program used to help send millions of dollars to nonprofits with c... has at least been on the radar of two of the Senate's most powerful members: Senate President Mike Haridopolos and budget chief JD Alexander.
The program is Florida A&M's Targeted Student Assistance Program, which has received $5 million in each of the past two state budgets. The money was obtained by state Sens. Stephen Wise, R-Jacksonville, and Gary Siplin, D-Orlando, during last-minute budget negotiations.
The program exists only on paper and 95 percent of the money ended up with nonprofits tied to Wise and Siplin.
A trio that helped create the program, including Wise and Siplin, met with top budget staff and a FAMU lobbyist in the Senate president's suite on May 1. Haridopolos did not attend, but his office confirmed it was in one of his member conference rooms.
