Finally, these bills were passed, and Carla Miller is the new director after months of doing the job "free" of charge after quitting her job (because she felt so strongly about the need for an ethics commission in our city). This is one very committed lady!

Mayor Alvin Brown signed legislation this afternoon that funds Jacksonville’s Office of Ethics, Compliance and Oversight and designates Carla Miller as its first director.
“Now that its leadership and funding have been established, the office … can move forward on its important mission,” Brown said during a short ceremony in this office.
The office had once been expected to start operating last October, but city officials said the 2011-2012 budget didn’t spell out clearly who was to use the $142,500 ethics budget. Tuesday, the council passed a bill by Councilman Clay Yarborough (2012-85) that resolved the question.
Brown praised Yarborough’s effort, saying “that’s what leadership is about.”

You may not be aware of the typical things they're forced to go through...…
