Finding a few million dollars extra in Jacksonville's coffers is a good thing. Right?
It would be, except the discovery is prompting City Council members to question the accuracy of the city's system for tracking some big-ticket spending.
Councilwoman Lori Boyer asked in April about money earmarked for repairs and expansion of the Southbank Riverwalk, where many of the boardwalk's wooden planks have decayed and splintered. The city's five-year project plan says the Riverwalk will need $9.5 million by 2016, most of that borrowed and repaid with interest. That included $2.5 million in hand already.
But it turns out the city has $15.4 million sitting in a Riverwalk account — more than enough for the project.
Some of it has been there for years.
Boyer called the Riverwalk budget "substantially inaccurate" and said council members "have to require ... a much better job" from the city's budget office.
