As many know organizations has been working for several years to get a "HRO" Ordinance" passed in Duval County.

While it has taken on many forms and has been rejected by the City Council on two occasions, the promise was that it would return. I believe the quote was, "We will be back!"

 August 2012 and February 2016 - Rejected

It should be noted that an ordinance passed in Atlantic Beach in 2014
