We are asking all FCTP members around the country to engage in an email/phone campaign to send a strong message to ALL ELECTED OFFICIALS that we will not accept or tolerate the continued refusal to secure our borders AND we will not accept or tolerate the placement of these illegals in our state.
AND, we are AWARE that this entire mass entry is the result of a PLANNED program developed by our FEDERAL government for the purpose of OVERWHELMING our system. JUST MORE CHAOS TO ADD TO THE LONG LIST.

Stunning: DHS solicited bids for vendor to handle 65,000 unaccompanied minors -- IN JANUARY!
The Obama administration’s claim to have been surprised by the wave of children flooding over out borders may turn out to be another political lie of the year. Sundance of Conservative Treehouse noticed a very peculiar advertisement:
On January 29th of this year, the federal government posted an advertisement seeking bids for a vendor contract to handle “Unaccompanied Alien Children“.
Not just any contract mind you, but a very specific contract – for a very specific number of unaccompanied minors: 65,000.
• Why would DHS and ICE be claiming “surprise” by the current influx of unaccompanied minors on the border in June, when they were taking bids for an exact contract to handle the exact situation in January?
• Secondly, how could they possibly anticipate 65,000 unaccompanied minors would be showing up at the border, when the most ever encountered in a previous year was 5,000 total ?

[...] The Contractor shall provide unarmed escort staff, including management, supervision, manpower, training, certifications, licenses, drug testing, equipment, and supplies necessary to provide on-demand escort services for non-criminal/non-delinquent unaccompanied alien children ages infant to 17 years of age, seven (7) days a week, 365 days a year. Transport will be required for either category of UAC or individual juveniles, to include both male and female juveniles. There will be approximately 65,000 UAC in total: 25% local ground transport, 25% via ICE charter and 50% via commercial air.

This stinks to high heaven. It is time to subpoena the people who placed the ad to give testimony in Congress.

A. Introduction
U.S. Immigration and Customs Enforcement (ICE), a component of the Department of Homeland Security (DHS), has a continuing and mission critical responsibility for accepting custody of Unaccompanied Alien Children (UAC) from U.S. Border Patrol and other Federal agencies and transporting these juveniles to Office of Refugee Resettlement (ORR) shelters located throughout the continental United States. ICE is seeking the services of a responsible vendor that shares the philosophy of treating all UAC with dignity and respect, while adhering to standard operating procedures and policies that allow for an effective, efficient, and incident free transport. The Contractor shall provide unarmed escort staff, including management, supervision, manpower, training, certifications, licenses, drug testing, equipment, and supplies necessary to provide on-demand escort services for non-criminal/non-delinquent unaccompanied alien children ages infant to 17 years of age, seven (7) days a week, 365 days a year. Transport will be required for either category of UAC or individual juveniles, to include both male and female juveniles. There will be approximately 65,000 UAC in total: 25% local ground transport, 25% via ICE charter and 50% via commercial air. Escort services include, but are not limited to, assisting with: transferring physical custody of UAC from DHS to Health and Human Services (HHS) care via ground or air methods of transportation (charter or commercial carrier), property inventory, providing juveniles with meals, drafting reports, generating transport documents, maintaining/stocking daily supplies, providing and issuing clothing as needed, coordinating with DHS and HHS staff, travel coordination, limited stationary guard services to accommodate for trip disruptions due to inclement weather, faulty equipment, or other exigent circumstances. In emergency situations, the Contractor shall be called on to provide temporary shelter locations (such as trailers) with shower facilities for juveniles who are pending placement with HHS when bed space is unavailable nationwide for extended periods of time. The Contractor shall provide temporary guard services and other support as necessary during these emergencies.
In addition, the Contractor shall have personnel who are able to communicate with juveniles in their own designated language(s). While this may not require each employee to be fluent in all of the encountered languages, personnel should have access to and knowledge of translation services.
B. ICE Standards/Special Requirements
The contractor is required to perform in accordance with the ICE Performance Based National Detention Standards (PBNDS 2011), all ICE policies related to the transportation of juveniles (see the ICE Family Residential Standards at http://www.ice.gov/detention-standards/family-residential/) as well as the Flores Settlement Agreement, the Trafficking Victims Protection Re-authorization Act of 2008, and the Homeland Security Act of 2002. In cases where other standards conflict with DHS/ICE Policy or Standards, DHS/ICE Policy and Standards will prevail. ICE Inspectors will conduct periodic inspections to assure compliance of the aforementioned standards.
Personnel shall have the knowledge and experience to transport individual children with special needs. Often times, children with special needs may require a transportation method that is time saving and direct, i.e. by commercial airline. Contractor shall also provide for accompanying medical care. Additionally, due to exigent circumstances, the Contractor shall be required to transport juveniles via ground to HUB airports or other staging areas that are not located within the area of initial apprehension.
The Contractor shall follow a fully developed training curriculum and transporting staff shall have the highest level of competency possible. Areas of training shall include, but are not limited to the following: Airport rules and regulations for travelers, crisis intervention, child development, working with and transporting youth with special needs, transporting youth with behavioral problems, CPR & First Aid training, non-secured UAC policy and procedures and the implementation of contingency plans in the event of a crisis during transport, which include d-escalation techniques.
• Background Investigations and Suitability Screenings will be conducted on all Contract Employees by the Office of Professional Responsibility and Personnel Security Unit (OPR-OSU).
• The Contractor shall agree that each employee working on this contract will successfully pass the DHS Employment Eligibility (E-Verify) program operated by USICS to establish work authorization and U.S. Citizenship.
• Employees must reside in the United States.
C. Contract Type
The Government anticipates awarding a five (5) year Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicle consisting of a one year base period, and four (4) option years. The Service Contract
Act is applicable to this acquisition. All required clauses, provisions will be included in the solicitation and resulting contractual instrument.
The anticipated release date of the solicitation is March 3, 2014. The solicitation closing date will be thirty (30) days after release of the Request for Proposal (RFP).
Projected Set-Aside: All business sizes are welcome to participate; however, ICE is trying to determine small business interest, particularly HubZone companies. All information received in response in to this notice will be used to determine the appropriateness of any small business set-aside for this requirement.
D. Place of Performance:
Service Area: Throughout the Continental United States (US)
The area(s) or region(s) serviced may occur either with a phased approach over a period of several months to a full year. Alternatively, the Contractor shall perform the entire transportation function upon full funding. For example, the following two circumstances may occur: (1) The contractor could initially provide transportation services only in the Southwest Region of the U.S. for those juveniles who are apprehended in the state of Texas; or, (2) The Contractor may be required to provide transportation services for all juveniles who are in DHS custody throughout the continental U.S.
E. RFI Purpose/Requirements
The purpose of this RFI is to obtain market information and capabilities for planning purposes and to determine appropriate strategies to meet the Agency's requirements. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment for an RFP in the future. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responders are advised that the Government will not pay for any information or administrative cost incurred in response to this announcement and information submitted in response to this RFI will not be returned.

In fairness, Ron DeSantis is an absolute patriot and does a great deal for his district (Heritage score is 89%), John Mica isn't quite a good but is still one of the good guys (Heritage score is 75%). To give you something to bounce that off, Crenshaw has a Heritage 43%. Neither Mica or DeSantis is anything close to arrogant and they do represent their districts not the state of Florida. We should be so lucky if Crenshaw actually represented his district and not the DC establishment.

Just an addition to my previous note: In trying to send an e-mail to Ron DeSantis and John Mica, I got a message stating that I lived outside their district and they only had time to respond to e-mails from people in their district. I guess they aren't representing the state of Florida; just their own district. What arrogance!

Please note the following information posted in January of this year on GSA's FEDBIZOPS.GOV website. While the Obama administration, Department of Homeland Security (DHS), and Immigration and Customs Enforcement (ICE) agency feigned surprise in June at the dramatic increase in the number of unaccompanied minor children across the Mexican border, the information on this website is proof that the Federal Government was complicit in developing this program specifically to solicit this influx across our border with Mexico and overwhelm our border security system.
Federal Solicitation for Bid to Escort Unaccompanied Minor Children
I will not accept or tolerate Obama’s continued refusal to secure our borders and I will not accept or tolerate the placement of these illegals in my state. This is a direct violation of the President’s oath of office and his duty to protect and defend our country. Obama’s actions are placing American citizens at risk of disease, crime, gang violence, and terrorist attacks from illegals crossing our border while the Border Patrol is preoccupied with handling the huge increase of unaccompanied illegal immigrant children pouring across our border.
The time is overdue for our representatives in Congress and the Senate to take action to shut down the Obama administration's treasonous violation of America's laws and Constitutional checks and balances for his socialist political agenda. I insist in the most urgent terms that you take action against Obama and his Cabinet members and departments to stop his illegal actions: i.e., IMPEACH and PROSECUTE the president for treason."

The above is taken from the Request for bids for a contractor to provide escort services for the transport of illegal alien minors into the United States to be disbursed throughout our country. This bid was put out on January 29, 2014. That’s correct; the surprise mass immigration by juveniles was no surprise at all. This article
on American Thinker by Thomas Lifson titled “Stunning: DHS solicited bids for vendor to handle 65,000 unaccompanied minors—IN JANUARY!” provides a link to the posting by the Department of Homeland Security and ICE. How long until we’re told a low-level employee in an obscure DHS office in Podunk, USA is responsible?
The fingerprints of our traitor in chief, Barack Hussein Obama, and his handlers, Valerie Jarrett and George Soros are all over this. The “collapsing our country from within” strategy of Cloward-Piven that has been successful in other areas is now being implemented on our border. And, let’s not forget the Un-American Chamber of Commerce and Grover Norquist have been pushing for amnesty for illegals for a very long time.
And what of the Republicans in Congress? The House is still promoting amnesty under the guise of “comprehensive” immigration reform. Being the party of the walking dead, they have learned nothing from the defeat of Eric Cantor in Virginia. It’s business as usual in the fun house controlled by John Boehner and his newest clown, Majority leader, Kevin McCarthy. But not to worry, over in the Senate John McCain and Jeff Flake (was there ever a more appropriate last name?) of the infamous Gang of Eight, have sent a letter to Barack requesting he let the kids swarming across the border know they won’t be allowed to stay. An excerpt of the letter reads as follows “In the coordinated federal response you call for, we urge you to use the resources at your disposal to make clear to those seeking illegal entry that current and recent illicit border crossers are not covered by and will not receive consideration of deferred action for childhood arrivals (DACA), Similarly, it would be helpful if you could relay that any legislative remedy Congress approves dealing with those here illegally will surely include a requirement to have been in the country for an extended duration.”
It would be helpful? Way to go guys, that’s telling him. And what of my Senator, Marco Rubio? He’s more concerned with the plight of the people in Iraq and Syria than the fact he aided in laying the groundwork for the establishment of refugee camps so we now resemble a third world country. And this man desires to become our President? Think again, Marco.
A Senate appropriations panel recently voted to give the Obama administration, via the Department of Health and Human Services, $2 billion to handle the dramatic increase in child immigrants caught trying to illegally cross the Mexican border without their parents, which is more than the $1.1 billion originally requested by Obama. The Republicans serving on the Appropriations Committee reads like a RINO who’s who; that would be Shelby, Cochran, McConnell, Alexander, Collins, Murkowski, Graham, Kirk, Coats, Blunt, Moran, Hoeven, Johanns and Boozman. Cochran and Alexander have strong primary challengers in Chris McDaniel and Joe Carr. Those of you residing in Mississippi and Tennessee have a real opportunity to help turn things around. Unfortunately the citizens of Kentucky and South Carolina couldn’t get it together to oust McConnell and Graham.
Of course we can’t leave the man the establishment GOP is trying to shove down our throats as the Presidential nominee in 2016, good old Jeb Bush, out of the equation. After all, the swamping of our southern border is being done “out of love”. Right, Jeb? Not to be outdone, another has been, Mitt Romney, is out supporting Comprehensive Immigration Reform. Go away, Mitt. You are irrelevant.
The Department of Homeland Security is operating as the Department of Hospitality Services reminiscent of the organization I remember from my childhood to welcome new residents into the community, the “Welcome Wagon”. The Department of Homeland Security has an operating budget of over $39 billion, but relegated themselves, not to mention border patrol agents, to the role of childcare workers. American citizens are being bilked out of $39 billion to an agency reduced to changing diapers.
Amazingly enough, the Mission Statement of HomelandSecurity, “The Department of Homeland Security will lead the unified national effort to secure America. We will prevent and deter terrorist attacks and protect against and respond to threats and hazards to the nation. We will ensure safe and secure borders, welcome lawful immigrants and visitors and promote the free flow of commerce” makes no mention of changing diapers.
Hello out there, America! Are you awake? This corrupt, tyrannical government, fully aided and abetted by the Congressional Republicans, are working overtime to turn the country we love into a third world ghetto by using our taxpayer dollars against us.
It seems “compassionate conservatism” is rearing its ugly head full force as we are now being told we must take care of these poor children. I didn’t ask them to come here in the first place. How about you?
