MID-DAY HEALTHCARE UPDATE AND REQUEST: DO YOU WANT TO SURROUND THE CAPITOL SUNDAY?

Good news:

A key House Dem has begun informing party leaders he plans to vote against health care legislation both on the House floor and in the rules committee, on which he sits. Rep. Michael Arcuri (D-NY), a sophomore Dem who had a tougher-than-expected re-election bid in '08, has told the Dem caucus he will vote against the bill.

Bad news:

CBO has found that enacting reconciliation would mean the following:

Ø Increase the gross cost of coverage provisions to $940 billion

Ø Increase the individual penalty payments / taxes by $2 billion (to $17 billion)

Ø Increase the employer penalty payments / taxes by $25 billion (to $52 billion)

Ø Increase the cuts to Medicare Advantage by $13.7 million (to $131.9 billion) and Medicare Advantage interactions by $53 billion (to $70.4 billion)

Ø Reduce the tax on “Cadillac” plans by $117 billion due to the deal with the unions (to $32 billion)

Ø Increase federal spending on Medicaid / CHIP by $48 billion (to $434 billion)

Ø Increase subsidies by $17 billion (to $466 billion)

Ø Increase equipment utilization for imaging resulting in an additional $1.2 billion in cuts (to $2.3 billion)

Ø Further decrease Medicare market basket updates by $9.9 billion (to $156.6 billion)

Ø Further close the Medicare Part D “donut hole” by increasing the drug discount program by $19.8 billion (to $37.6 billion)

Ø Reduce the Medicare cuts from the Independent Payment Advisory Board (IPAB) by $14.7 billion (to $13.3 billion)

Ø Increase payments to primary care practitioners by $8.3 billion

Ø Use $19.4 billion in “savings” from student loan provisions

Oh yeah...the latest on the "bought Healthcare votes" -- Rep. Bart Gordon (D-Tenn.) who announced his retirement from Congress has been promised the job of NASA administrator in exchange for his vote, and Rep. John Tanner (D-Tenn.), another retiring Democrat, has been promised an appointment as U.S. Ambassador to NATO in exchange for his vote. Both voted against passage of the House bill back in November.
