A look at some of the issues Jacksonville’s City Council considered at its meeting Tuesday:
Issue: City Hall parking
What it means: The council voted on a bill that combines several changes to parking around City Hall. The bill would pay from a council account for council members to park in leased spaces at the St. James Building garage. It would also let residents park for $2 at a nearby garage to attend council events and install four-hour meters by City Hall.

Action: Approved
Issue: Capital plan changes
What it means: The council considered requiring a two-thirds majority vote to add or remove capital projects (things like roadwork or parks) from the city’s capital outside of the city’s normal yearly planning cycle. Members seeking mid-year changes would also have to explain why waiting for the yearly cycle would be harmful to the city’s interest.

Action: Approved
Issue: Council contract approval
What it means: Members voted on requiring council approval of any contract to manage city-owned sports or entertainment venues. General Counsel Cindy Laquidara said that couldn’t be enforced on a contract where bids have already been sought.
