This was a one time cash infusion that they thought that they could use to provide more services to their current clientele. The language was too vague when they applied. What was discovered was that the money could only be used for new clients/participants or on new programs. They considered having a supper at their centers in addition to the breakfast and lunch that is already provided. The drawback is the increase in staffing cost, increase in transportation cost (they have to provide transportation to and from the center for the elderly interested in participating) and the lack of interest in participation.

 

They would like to have started a new center and expanded into another area where their services are currently not available. Again there was the increase staffing and transportation costs.

 

They also realized that this funding would not be available for more than one year and sustaining the new facility was not fiscally realistic.

 

They could have used the funds and increased the number of facilities but then they would have to have requested an increase in funding to cover the new programs from other sources, ie the state or City Council.

 

They are to be commended for their decision to return the money.

It's good to know that not only do you dislike dogs, dog parks, & dog owners but you also have a distaste for the seniors of the community.  Can you explain why I am required to pay school taxes every year but have never had a child in school.  Seems "life" is not always fair.  Hope there are no dogs in your family, they deserve much better than you.

 

I have no issue with any of these programs so long as they are funded with private money.  Dog parks are not a function of government - they are not essential.

 

There are private parks where dogs can frolic.  When there is more need and enough of an economic benefit to start more private dog parks; more will open.  And that is the appropriate means by which to provide more parks for those desiring such a service.  I am absolutely amazed at the quality of our private dogs parks.  They look fantastic.

 

I do not have a dog but I have a sweet little cat.  I suppose that she might like to have a place to roam but I don't expect anyone to pay for her to have a private hunting ground.  If I felt that she needed some roaming room then I would sell my house and move to the country.  The needs of my pets are entirely my responsibility and my neighbors should not pay.

 

I do pay taxes.  I do have children and I pay twice because my children are not in the public system.  I don't hold in stock in "fairness".  I hold true to the principles that made this country great.  And that greatness was not achieved by the government seizing the fruits of my family's labors to provide for frivolities and non essentials.
