Come to City Council Meeting, Tuesday, March 8, 2011, 5:00 PM

Several Bills will have their Public Hearing and I am concerned and seeking support to ask special consideration to and transparency  through additional opportunity for public information and response for a specific Bill.

The Bill, 2011-133, is scary, a Charter change, shift function to JEA, create new department and move assets. This with a new Administration and Council to inherit it in the midst of Budget - WOW

 

Bill Summary: The bill would amend the City Charter by repealing Article 26 – Water and Sewer ExpansionAuthority – and transferring the assets, liabilities and duties of the authority in part to the Public WorksDepartment’s Stormwater Utility/Septic Tank Phase-out operation and in part to the JEA. The bill returns to the JEA the unspent portion of the authority’s annual appropriation to the WSEA of operating funds for FY10-11, and appropriates $3,762,688.98 in WSEA capital funds to the City’s Stormwater Utility for use in septic tank phaseoutprojects.

Assets of the WSEA, including any remaining funds and rights to future revenues from loan repayments, are transferred to the JEA. Any WSEA interests in mortgages, leases or other interests resulting from authority project loans are transferred to the City.

The WSEA’s $485,000 EPA grant for septic tank phase-out will be transferred to the City.

The bill authorizes the execution of an agreement between the City and JEA to implement the shutdown of the WSEA, the distribution of assets and liabilities, and to provide for the continuation of on-going projects, the collection of revenues due, the transfer of employees and contracts, and the termination of the WSEA board’s operations.

 

Background Information: The Water and Sewer Expansion Authority was created in 2003 as a result of thework of a task force studying the need to extend public water and sewer service to areas of the city then served by wells and septic tanks.

The initial capitalization of the WSEA came from the City and the JEA appropriated $800,000 per year for operating expenses. The authority primarily helped to facilitate extensions of water and sewer lines in neighborhoods where the homeowners were willing to pay the cost via special assessments, with the WSEA fronting the money for the project and the property owners repaying the cost over a number of years.

 

Policy Impact Area: Utility extensions Fiscal Impact: The bill appropriates $3,762,688.98 in WSEA capital funds to the City’s Stormwater Utility, provides for the transfer of a $485,000 EPA grant to the City, and divides the remaining assets of the authority between the City and JEA.

 

I have been, from time to time, speaking before the City Council for over ten years, for the last few years in a  very regular effort and in coordination with the Concerned Taxpayers of Duval County and now I have joined the First Coast Tea Party and hope to become a part of your efforts.

 

I would like you to consider joining in with me in some of my efforts at the City Council.

Good Luck, many of us will be in Tall.  on the 8th, and don't know how many can get back in time.  I will be at a Tea Party meeting in Perry, Fl.   Put this on facebook and like that many more may be able to be there for you.

Thank you for informing us voters of this impending city action.  What, in particular, is/are your main concerns if you do not mind my inquiring in advance of the meeting tomorrow?  Second question: Where (specific address in Jacksonville) will the City Council meeting be held?

A comment: I would think that if there is any net potential or real financial cost to the taxpayers, that this information should be provided in any proposed changes to the city charter or, for that matter, any and all "actions" brought before the city council.

The meeting is downtown at City Hall.  117 West Duval Street. Come a little early.  Rod is easy to find; he looks just like his photo!  When you come in the front doors, you will go through security.  The first door to the left will be the City Council Chambers. 

 

 The agenda meeting is at 4 and if you can make it to that it is a good idea.  I plan to be there, barring any incidents with my children or car!  The reason I like to be at the agenda meeting is that you can snag the councilmen between then and the meeting and chat with them.  It is a good opportunity.  Stop them an introduce yourself; let them know that you are with the Tea Party.  In the past I have been adversarial; I don't recommend that tact as it has been VERY counter productive!  

 

 I don't speak to issue as much as Rod so I may not stay for the entire meeting.  I might speak on 133 but am not certain yet.  Glorious Johnson has some very interesting bills before city council as well. 

 

Rod is a wonderful resource.  Ask him questions; I do.  His recall is better than mine.
