Basically, Mr. Obama's policy of "all of the above" is really "all of the above except coal, oil, natural gas and severe limitations on nuclear power.............that leaves wind and solar pretty much which could hardly be called an "all of the above" policy. Personally, I think changing the current law is a VERY bad idea as the current law indicates waiting until the budget is proposed to include spending on projects or other matters.
