Sure the States are sovereign - in principle - but until there are costitutionalists in the Tallahassee White House & Congress, Federal funding rules the policies in the times which we are in - just my 2 cents.

If you have a few minutes, please read about Senator LeMieux's stand on this issue (on his web site if you don't already get his newsletter), and please drop him a note if you support his stance of getting it right and stopping perpetual bail outs from being part of the regulation as the current bill does.
